In April they ended that option, moving all new video to YouTube, where the limit is 15 minutes. Happily, the two-hour &lt;a href="http://plumstead-watch.blogspot.com/2008/07/plumstead-water-planning-16-june-08.html" target=_blank&gt;BOS meeting of June 16, 2008&lt;/a&gt;, remains available, showing the kind of video we could still have with an inexpensive camera on a tripod, hosted at the township website. &lt;br /&gt;&lt;br /&gt;The end of free long-length hosting by Google is no great loss since the township never seemed to like the idea of its videos being hosted by Google. BOS meetings are now being recorded for &lt;b&gt;audio&lt;/b&gt; archiving.&lt;br /&gt;&lt;br /&gt;Someone apparently made the argument that audiorecording is good enough for the county commissioners. As one who follows this issue, I can tell you that the county isn't going the audio route because it's superior to video but because Commissioners Cawley and Martin didn't want video, perhaps out of fear that unflattering clips might be used in the state-level political campaign Mr. Cawley recently waged. Is there a single other township that is recording audio only?&lt;br /&gt;&lt;br /&gt;How are we supposed to know who is speaking unless we are well acquainted with all of the supervisors, their solicitors, engineers...? What about the developers and their teams who come before the board? And compare the difficulty of scanning through to find a particular part of the discussion in an audio versus a video.&lt;br /&gt;&lt;br /&gt;There seems to be a feeling that unless we shell out $40K for a video installation, we can't do video, when all it would take is contracting with a videographer to sit on the side like PlumsteadWatch used to do, then post the segments on the township website in clips labeled by topic – old business, new business, whatever... The videographer would use their own camera. The popular Flip video camera only runs about $200.&lt;br /&gt;&lt;br /&gt;Then there's unaccountable resistance to taking advantage of FREE Google hosting of the videos. We wouldn't have to view them at the Google website – they can be embedded in the township website, just like &lt;b&gt;&lt;a href="http://plumstead-watch.blogspot.com/2008/07/plumstead-water-planning-16-june-08.html" target="_blank"&gt;these clips of the BOS are embedded in the PlumsteadWatch site.&lt;/a&gt;&lt;/b&gt; Here's the intro to Part 1 of 3:&lt;br /&gt;&lt;embed allowfullscreen="true" allowscriptaccess="always" id="VideoPlayback" src="http://video.google.com/googleplayer.swf?docid=-2364653743962246573&amp;amp;hl=en&amp;amp;fs=true" style="height: 326px; width: 400px;" type="application/x-shockwave-flash"&gt;&lt;/embed&gt; &lt;br /&gt;&lt;br /&gt;Admittedly, Google will occasionally reject a video and there is no appeal. But that was an exception, and in that case the township can host the video.&lt;br /&gt;&lt;br /&gt;So how about fulfilling your campaign promises to video the BOS meetings next year? And please don't spend $40K on a built-in system. Savana, &lt;i&gt;Intelligencer&lt;/i&gt;, January 9, 2011:&lt;/a&gt;&lt;br /&gt;&lt;blockquote&gt;A new builder plans to take over the massive Carriage Hill project from C&amp;amp;M Home Builders.&lt;br /&gt;&lt;br /&gt;The sprawling Carriage Hill development that's been on the drawing board in Plumstead for more than five years is about to be sold.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Bill Reiser of Reiser Land and Development plans to sign an agreement of sale for the nearly 195-acre tract by the end of the month, said his attorney, John VanLuvanee of Doylestown.&lt;br /&gt;&lt;br /&gt;Reiser, a former Philadelphia-area builder, now semi-retired in Florida, intends to largely follow the plans of the project's original owner, C&amp;amp;M Builders of Warrington, said Plumstead officials. Reiser did not return requests for comment.&lt;br /&gt;&lt;br /&gt;NVHomes, a division of NVR Inc., based in Reston, Va., plans to build 86 single family homes and 114 townhouses on the site, which stretches between Route 313 and Ferry and Easton roads.&lt;br /&gt;&lt;br /&gt;Another 263 smaller, "courtyard" townhouses will be built by another, as yet unknown, firm, officials said.&lt;br /&gt;&lt;br /&gt;Carriage Hill shares a neighborhood design similar to the Lantern Hill development in Doylestown.&lt;br /&gt;&lt;br /&gt;Plumstead manager Carolyn McCreary said there are few differences between NVHomes' plans and C&amp;amp;M's. However, NVHomes plans call for attached garages to allow for more off-street parking.&lt;br /&gt;&lt;br /&gt;The extensive development, which includes several community athletic fields and a clubhouse, will come in phases, said McCreary. She did not know when work might begin.&lt;br /&gt;&lt;br /&gt;In the midst of the last year's deep recession, state lawmakers granted developers across Pennsylvania who had active permits or approvals at the beginning of 2009 until July 2, 2013 to either complete their project or apply for an extension.&lt;br /&gt;&lt;br /&gt;Ben Ciliberto, a principal with C&amp;amp;M, said his company is still responsible for getting the needed permits for the development, although it will be selling its rights to the property. The builder blamed a protracted battle over sewer connections for his company's walking away from Carriage Hill, a project he and his brother John had been working on since 2002.&lt;br /&gt;&lt;br /&gt;"That was tied up for years," said Ciliberto. "The sewer battle took long enough to get into the Great Depression here. It's just one of those things, timing."&lt;br /&gt;&lt;br /&gt;C&amp;amp;M is also struggling with a Milford development, Milford Pointe, off Milford Square Pike. The scope of Pennsylvania's Whistleblower Law is not as broad as the article suggests.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Your article stated: "While most of these states extend protection to governmental employees, Pennsylvania is among the few that also protect private-sector workers." Pennsylvania's Whistleblower Law does not extend to most private-sector workers. It would be equally inappropriate, however, to err in the other extreme, and assume that no private entity could ever be covered by Pennsylvania's Whistleblower Law. The reality is much more complicated.&lt;br /&gt;&lt;br /&gt;The Pennsylvania Whistleblower Law does not differentiate explicitly between public and private employers. Rather, the law covers employees who are terminated or otherwise retaliated against by "a public body." For whistle-blower purposes, a "public body" can be the government, but it can also be an entity that receives funding from the government. So, for example, the Medical College of Pennsylvania has been found to be a "public body" because it receives annual appropriations from the state.&lt;br /&gt;&lt;br /&gt;Similarly, a nursing home that received significant funding via Medicaid was found to be a "public body" for purposes of Pennsylvania's Whistleblower Law. Private employers who do not receive public money are not covered by Pennsylvania's Whistleblower Law.&lt;br /&gt;&lt;br /&gt;While a number of federal laws, including the Sarbanes-Oxley Act and certain environmental statutes, also provide whistle-blower protection, there is no general, all-encompassing protection for workplace whistle-blowers. Savana, &lt;i&gt;Intelligencer&lt;/i&gt;, September 8, 2010:&lt;/a&gt;&lt;br /&gt;&lt;blockquote&gt;Tom Widmeier quickly won approval Tuesday to install a large array of solar panels in the rear of his 12-acre Plumstead property on Meetinghouse Road.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Accompanied by his installer, Chris Serik of Sunburst Energy Systems, Widmeier told the board of supervisors the four stacks of solar panels will be difficult to see from the road. The closest they will be to any property line is 200 feet, with the distance being far greater in other directions.&lt;br /&gt;&lt;br /&gt;"Yes, they will be visible but you would have to stop and look. They will be very well hidden along the tree line," said Widmeier, who owns an environmental drilling company and will be working on his own project.&lt;br /&gt;&lt;br /&gt;The 80-feet by 80-feet array, stacked on four racks, will have a maximum height of 10 1/2 feet, angled at 40 degrees. All the wiring will be buried underground.&lt;br /&gt;&lt;br /&gt;Widmeier agreed to have the array certified by a structural engineer to withstand winds up to 100 mph and to replace any buffering, should that be necessary. He also agreed to "deconstruct" the solar panels should he move or no longer use them.&lt;br /&gt;&lt;br /&gt;The family of six has electric heat in the home and will require a larger than average solar display, said Serik.&lt;br /&gt;&lt;br /&gt;"This is larger than a typical system but it is sized for this house," he explained. The system will produce 20,000 watts of electricity and cost Widmeier more than $132,000 to install.&lt;br /&gt;&lt;br /&gt;Widmeier said it's a good investment, as he'll receive a $17,500 state rebate and qualify for a 30 percent tax credit of his net cost, after the rebate. Additionally, Peco will pay him for the energy he produces but doesn't use. "They buy back the surplus energy at their rate," said Serik.&lt;br /&gt;&lt;br /&gt;Furthermore, government-backed renewable energy credits will pay $280 to $300 per 1,000 kilowatts produced before a home consumes its energy.&lt;br /&gt;&lt;br /&gt;In the end, said Serik, the system pays for itself in six to seven years and then the consumer begins getting paid for the power it produces.&lt;br /&gt;&lt;br /&gt;Widmeier said he hopes his solar system will be a model for the community and he would like to allow the public to see it when it's done in coming months.&lt;br /&gt;&lt;br /&gt;His project got a very different reception than one installed in a more residential area late last year.&lt;br /&gt;&lt;br /&gt;Andrew and Marlene Capreri are in court arguing that the zoning and building permits they got from Plumstead Township to install solar panels in their backyard on Essex Drive are valid.&lt;br /&gt;&lt;br /&gt;The couple has filed an appeal in Bucks County Court challenging the township zoning hearing board's finding that the permits were issued in error.&lt;br /&gt;&lt;br /&gt;"The Plumstead Township zoning ordinance is, at best, ambiguous as to the classification of solar panels and, thus, according to the municipalities planning code, the ordinance should be interpreted in favor of the property owner, which the board failed to do," states the appeal, filed by the Capreris' attorney, Francis Buschman.&lt;br /&gt;&lt;br /&gt;In accordance with plans provided to Plumstead, the panels, each measuring about 10 feet wide and 16 feet high, were installed.&lt;br /&gt;&lt;br /&gt;Jeff and Beth Earl, whose Cheshire Drive property borders the Capreris', challenged the permits, arguing the township's ordinance does not specifically include solar panels as an accessory use.&lt;br /&gt;&lt;br /&gt;Plumstead's zoning hearing board agreed, saying an accessory use is defined as garages, fences, walls, non-commercial swimming pools and other similar uses.&lt;br /&gt;&lt;br /&gt;The township is currently working on a new solar energy ordinance.&lt;br /&gt;&lt;br /&gt;"We do want to promote alternative forms of energy,'' said Supervisor Tom Alvare on Tuesday. Savana, Intelligencer, May 5, 2010:&lt;/a&gt;&lt;br /&gt;&lt;blockquote&gt;A zoning hearing board ruling found the permits the township issued allowing the couple to install backyard solar panels were flawed. The homeowners disagreed.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Andrew and Marlene Capreri believe the zoning and building permits they got from Plumstead Township to install solar panels in their backyard on Essex Drive are valid.&lt;br /&gt;&lt;br /&gt;So the couple has filed an appeal in Bucks County Court challenging the township zoning hearing board's finding that the permits were issued in error.&lt;br /&gt;&lt;br /&gt;"The Plumstead Township zoning ordinance is, at best, ambiguous as to the classification of solar panels and, thus, according to the municipalities planning code, the ordinance should be interpreted in favor of the property owner, which the board failed to do," states the appeal, filed by the Capreris' attorney, Francis Buschman. &lt;br /&gt;&lt;br /&gt;The Capreris applied for a zoning and building permit last November to install a three-panel solar array in the backyard of their property. The township's part-time zoning officer, whose services they subcontract from Keystone Municipal Services, approved the zoning on Dec. 4 and the building permit on Dec. 9. The officer, Rich O'Brien, determined the panels were a residential accessory use.&lt;br /&gt;Advertisement&lt;br /&gt;&lt;br /&gt;In accordance with plans provided to Plumstead, the panels, each measuring about 10 feet wide and 16 feet high, were installed.&lt;br /&gt;&lt;br /&gt;Jeff and Beth Earl, whose Cheshire Drive property borders the Capreris', challenged the permits, arguing the township's ordinance does not specifically include solar panels as an accessory use.&lt;br /&gt;&lt;br /&gt;Plumstead's zoning hearing board agreed, saying an accessory use is defined as garages, None has contacted BCATO with plans to drop out, said Rich Manfredi, the association's executive director and a former Hilltown supervisor.&lt;br /&gt;&lt;br /&gt;"This is not another layer of government," he said. "The fact is it's nonbinding and not cost-prohibitive."&lt;br /&gt;&lt;br /&gt;Membership in BCATO is $100 a year per township. All elected officials - from tax collectors to supervisors - are represented. The organization also raises funds through newsletter advertising and sponsorships - mostly from engineering and law firms in the region.&lt;br /&gt;&lt;br /&gt;Manfredi says the association allows member governments to stay informed about state initiatives, as well as find out what neighboring townships are up to.&lt;br /&gt;&lt;br /&gt;Plus, membership in the group gives each municipality a stronger, unified voice.&lt;br /&gt;&lt;br /&gt;"When you have an issue that's important, one voice resonates a lot more than one township with an isolated pet issue," Manfredi said. "It's really the grass roots of what's important to townships." . . .&lt;br /&gt;&lt;br /&gt;In the Pennridge area, Hilltown will be the only municipality that doesn't receive updates and information from PACC, said Dave Nyman, the committee's facilitator and a former East Rockhill supervisor.&lt;br /&gt;&lt;br /&gt;PACC is a loose collective of towns - joined by the chamber of commerce, school district and community college - that started more than a decade ago.&lt;br /&gt;&lt;br /&gt;Originally, the group was concerned with the quality of the region's groundwater, a project that was actually initiated by a previous Hilltown board of supervisors, Nyman said.&lt;br /&gt;&lt;br /&gt;In the past couple of years, members have been seeking a more formal bond with their neighbors, through the Upper Bucks Municipal Cooperative, which would facilitate bulk buying and aid in the pursuit of grant money.&lt;br /&gt;&lt;br /&gt;Thus far, East Rockhill, West Rockhill, Dublin and Bedminster have signed onto the cooperative, Nyman said. Silverdale is expected to join shortly, and Perkasie is still on the fence, he added.&lt;br /&gt;&lt;br /&gt;PACC members have said the cooperative would allow members to participate in projects on a case-by-case basis.&lt;br /&gt;&lt;br /&gt;Nyman said Hilltown will still be welcome to participate in future projects, but will have a tougher time finding out about them since the township opted off the committee's mailing list and won't be attending meetings.&lt;br /&gt;&lt;br /&gt;"They're the ones that aren't going to have that line of communication," he said. I had hoped to tape the supervisors' discussion of the fulfillment of campaign pledges for video access to meetings. Instead, this is what I recall, in so many words: Tom &lt;span style="color:black;"&gt;Alvaré&lt;/span&gt; urged the board to ask township manager Carolyn McCreary to investigate the options and costs for various systems and report back in February. She said she had other major tasks at hand and would need until March. Dan Hilferty suggested she take until June so there would be plenty of time to do it right. Carolyn reminded the board that there is no money in the budget for actually pursuing these options. I commented that [hosting at] Google Video is free. Frank Froio had mentioned the possibility of having meetings taped by volunteers when we were talking at the polls during the last election. I said if I got a new camera I could tape but as township solicitor Jonathan Reiss had acknowledged &lt;a href="http://plumstead-watch.blogspot.com/2008/05/what-is-plumstead-watch-trying-to-do.html" target="_blank"&gt;when I asked in May 2008&lt;/a&gt;, there are potential privacy issues when volunteers put public comments on the internet. Last night, however, he said that if I announced what I was doing and gave citizens the option to have their comments deleted from the video, as I did that evening, he doubted there would be a problem. Carr also wanted Zaveta to reduce the number of units in project. &lt;br /&gt;&lt;br /&gt;When Supervisor Stacey Mulholland's motion to grant the extension did not receive a second, Zaveta expressed his surprise.&lt;br /&gt;&lt;br /&gt;"I am astonished that this (the extension) is not being approved," he told the board.&lt;br /&gt;&lt;br /&gt;However, Supervisor Frank Froio suggested giving Zaveta some time to make the changes that would satisfy the board. Froio proposed a 6-month extension because it would allow Formica and Carr, who will be leaving office in January, to be involved in plan as well as giving Republicans Daniel Hilferty and Wayne Stork, who were elected Tuesday night, to have a say when they take their seats in January.&lt;br /&gt;&lt;br /&gt;Froio also suggested to Zaveta that he reduce the scope of the development from 52 units to 40 units.&lt;br /&gt;&lt;br /&gt;Froio's motion for the six-month extension was approved 3-1, with Formica dissenting. A more than two-hour-long meeting of the Bucks County commissioners was recorded Wednesday thanks to in-house video equipment at the Middletown Township building. But it's not clear if the video will ever be viewed by a wide audience. . . .&lt;br /&gt;&lt;br /&gt;. . . Commissioner Diane Marseglia has pushed for televised meetings since before she took office in 2008. She maintains that the meeting times are inconvenient for people who work during the day. . . .&lt;br /&gt;&lt;br /&gt;Commissioner Jim Cawley said he had no problem with the video appearing on television or streaming online. Two commissioners' support for a measure is typically enough to make it happen in Bucks, but Cawley said he would defer to Martin to make the final decision.&lt;br /&gt;&lt;br /&gt;Unlike in municipalities, counties do not have cable franchise agreements to use as leverage for air time and video equipment from cable companies like Comcast. Showing the videos online could be a cost-saving alternative.&lt;br /&gt;&lt;br /&gt;Back in April, then-Chief Operating Officer Dave Sanko said video of the meetings could begin streaming online as early as July. &lt;br /&gt;&lt;br /&gt;At the time, Sanko said the technology would give anyone with Internet access the chance to view the meetings whenever it's convenient for them.
